This idea comes from Clean install Windows 8.1 or Windows 8 from OEM key, which also describes how to get the OEM key using RW Everything (including video tutorial!).

Make sure your windows XP is fully up to date and on the latest service pack. Somewhere in one of those updates there is an update that has something to do with the program that handles activation I believe Edit: the software that windows update installs is called windows genuine advantage.
