Mode lines will set both the height/width of the console window and the screen buffer. Mode can be used to set the display window to be larger than the monitor width and/or height, in this case the CMD window size will be restricted to the display size but a scroll bar will appear.

There is one MODE command that I do use on a regular basis: MODE CON COLS=132 LINES=50. to resize a console window ("DOS prompt") to 50 lines of 132 characters each. Unlike the console window's properties settings, this change in size will be undone as soon as the window is closed.
