The WHO defines health promotion as the process of enabling people to take control over and improve their health and its determinants. The WHO framework for achieving well-being, under development, aims to create social, health, economic and environmental conditions that improve both individual and collective quality of life.
As with other public health functions, the ultimate goal of health promotion is to improve health outcomes and well-being for populations and communities, including improvements across quality of life, function, independence, equity, mortality and morbidity.
