Like spirits, you can't join a tribe if the location where you meet with its patron spirit is unavailable. The base game has five tribe options. The first DLC, "Wardens and Furies," adds two more, and two more DLCs are planned that will each add two more tribes.
A tribe is the "family" of a Garou, determining a werewolf's social ties, totem, and spiritual connections. A Garou is not bound to join the tribe of their ancestry; a cub, for example, may not meet the standards expected of a tribe and is therefore unacceptable as a member.
