The Division of Industry Services (DIS) Private Onsite Wastewater Treatment Systems (POWTS) Program protects public health and the waters of the state by regulating onsite wastewater treatment and recycling systems, and by promoting the use of the best available technology to provide onsite sewage treatment system solutions for property owners.
In accordance with s. Comm. 83.21(2), Wis. Adm. Code, submission of this form to the appropriate governmental unit is required prior to obtaining a sanitary permit. Note: Application forms for state-owned POWTS are submitted to the Department of Commerce.
Wastewater systems for the underground disposal of domestic wastewater are regulated by the DNR if they have a design flow rate of greater than or equal to 12,000 gallons per day or an actual flow rate of greater than or equal to 8,000 gallons per day.

On July 1, 2000, a major revision to COMM 83 Wisconsin Administrative Code (WAC) was implemented. Under the provisions of COMM 83, administrative rules address POWTS systems for new construction, construction affecting wastewater flow, setback distances and evaluation of existing POWTS.
