TARGET is a real-time system: payments go directly to their destination, reaching it under normal circumstances within a couple of minutes, if not a few seconds, of being debited from the sending participant’s account. TARGET is a gross settlement system in which each payment is handled individually.
In view of this, the Eurosystem developed TARGET, pursuing the following three main objectives: to serve the needs of the Eurosystem’s monetary policy in order to ensure smooth implementation; to create a safe and reliable mechanism for the settlement of euro payments on a real-time gross settlement (RTGS) basis;

TARGET2 Securities (T2S) is a platform for the settlement of securities transactions. DNB and the other central banks provide this platform, together with the central securities depositories (CSDs). T2S is used to process domestic and cross-border delivery-versus-payment transactions in central bank money. Its motto is "settling without borders".
TARGET is the pan-European payment system for settling (mainly) large-value payments, securities and instant payments in euro. For each of these types of payment, special services have been established within the TARGET framework, specifically RGTS for payments, T2S for securities settlements and TIPS for instant payments settlement.
