10 salvaged pieces give you 3-4 substat rolls. 10 foddered pieces give you 8 substat rolls. The reasoning is that foddered pieces preserve XP value that can be daisy chained into other pieces. Crit or Speed pieces are almost always worth rolling out the last substat, even if the other two are bad.
