International standards. International human rights law provides a clear and universal framework relating to detention, enshrined by the following standards: Universal Declaration of Human Rights.
As regards prison conditions, the CPT has developed standards meant, i.a., to reduce the risks of inter-prisoner violence, to lower the risks of ill-treatment in high security facilities, and to ensure access to natural light and fresh air.
