Orcish Armor is a heavy armor set available in The Elder Scrolls IV: Oblivion. This armor appears in shops and as loot at level 10. This is the highest class of heavy armor that shops will normally sell.
This table applies to the vast majority of the armor you will encounter, both on enemies and in loot. One general exception is vendors in stores: they will not offer Chainmail/Dwarven armor until level 10 and Mithril/Orcish until level 15.

Orchish armor spawns at level 10 on boss marauders and boss vampires. Their mooks get it a few levels later. People at Roxy Inn are part of the Collector quest and will move out to another place when you activate that part of the quest.
Rigmor is usually a good target for heavy armor. She's one of the mercenaries hired to ambush you in the quest "Nothing You Can Possess" but you can find her beforehand at the Roxey Inn northeast of the Imperial City.
