You can use this open-source project which should work on any PC:

The desktop app is pretty new and evolving so it might get better. For now I've found better customization through the mobile app. I haven't made any complex custom animations but from what I've seen they can be accomplished using a custom Auto Run (first bottom tab in the app, automations and scroll to bottom).
13 wrz 2020 · Just installed Bluestacks on my Windows 10 PC and logged in with my primary google account. Then I installed Google Home. It asked for location access and Bluetooth. The Bluetooth hung when I allowed it so I killed Home and opened it back up. It sees all devices set up in my Google Home just like my phone.
Oh, I’m sorry. Since I’m just using Safari as my main browser, I didn’t remember the Google Chrome feature. You can cast audio from your PC to the Google Home, that’s all. My bad. There’s some info about it. Google Home Page
