Kentucky issues over 150 different types of passenger and motorcycle license plates. License plates can be categorized into the following types: Regular (Standard Issue), Special, University, Independent College, Military, Military Motorcycle, Miscellaneous, Disabled, and Special Motorcycle Plates.
The U.S. state of Kentucky first required its residents to register their motor vehicles and display license plates in 1910. Plates are currently issued by the Kentucky Transportation Cabinet through its Division of Motor Vehicle Licensing. Only rear plates have been required since 1944.
Personalized plate character combinations may only appear on one plate at any given time. The letters “I”, “O”, “Q”, and “U”, are no longer available for plate personalization. This will be consistent with the visibility rules already in place for standard plates.

License Plates. As mentioned above there are two main types available for KY: standard and personalized. The standard license plate has a light blue background for vehicles and total white for motorcycles. If you want to make your tags special or show support for some organizations/institutions you may request personalized ones.

Kentucky vehicles must have a license plate issued by the Kentucky Transportation Cabinet (KTC). Your license plate must have a sticker identifying the month and year the registration expires. Standard car tags have a blue background featuring the state name and outline at the top.
