Ichigo has plenty of friends and Rukia is one of his closest. But Orihime is clearly the one he is in love with. In fact, there's this one scene in the anime (maybe in the manga too) when Rukia (after Ichigo gets his butt kicked by the arrancars), drags Ichigo to see Orihime and apologize.
