Well, you can work your way through scraping weapons -> refined metal and purchase hats from other players. Random drops aren't too reliable, though I've gotten a few cool hats from it.

Item drop system: every player will periodically get random weapons through normal playtime. Free to play accounts will only get weapons but premium accounts will also get hats, cosmetics, misc items, name/description tags, and paints.
12 kwi 2014 · How to earn: Simply get the Ghastly Gibus Grab achievement, which is to Dominate a person wearing any "Gibus" series hat. This is basically earned by playing any normal TF2 match and targeting a person wearing this hat, or one that is a Gibus at all.
