In the most recent events, I was able to unlock and build Voyager. I'm a level 35 at 10M, and the Voyager is my most powerful ship at 1.6M right now. However, only 1 below-deck slot, and a tiny cargo hold, and only 30 warp range. What's the most efficient way to get her built up?

Depends on the task. VOY has several roles. Farming Hirogen Elite Hunters: PMC is best for that. Farming summoned 8472’s: Absent Janeway, SPike/Khan/Neelix is best. You must kill then before round 8 because they have a death ray that immediately ends the fight if you don’t.
