If it is power throttling, then there could be a few causes. You have followed this guide, so the Intel DPTF driver power throttling should be gone, but it could still be caused by VRMs overheating, a dodgy power supply or something else.
Check the Current Processor Speed in BIOS - this looks like it may be stuck in .79-.8GHz which means it's unable to TurboBoost possibly because of some power issue. Consumers can continue to use the notebook computers safely by turning the system off, ejecting the battery, and using the AC adapter and power cord to power the system until the replacement battery is received.
