The Office of Personnel Management provides policy leadership and expertise on a variety of Governmentwide pay programs for Federal employees, including the General Schedule (GS), Law Enforcement Officer (LEO) Pay Schedules, and the Federal Wage System (FWS).
The system's goal is to make sure that Federal trade, craft, and laboring employees within a local wage area who perform the same duties receive the same rate of pay. The FWS includes 130 appropriated fund and 118 nonappropriated fund local wage areas.

The Federal Wage System (FWS) is a pay scale system that applies to blue-collar Federal government workers. The Office of Personnel Management, with the help of local labor unions, establishes hourly FWS pay tables for every major Government facility in the United States.
Who is WG Pay Scale for? The system is aimed at paying federal employees according to the current local rates. The regular payroll plan covers most laboring, craft, and trade employees in the executive branch. The FWS, however, doesn’t cover legislative branch employees, Postal Service employees, or private sector contracting firms’ employees.
