Yeah you can use cheat engine to make money. I would advise doing 100 million max for 2 weeks before trying again if you want more, and giving it a little time before you spend the money but it is doable.
Since the new update (1.51) the usual money making methods via hacks like Bunkermoney etc are not working now. You will need some cash as you have to buy a car for this from the in-game phone browser. This is a simple cheat engine table I found from Unknown Cheats that is working.
