The CARE and FERA programs provide a monthly discount for income-qualified households. However, each program offers a different type of energy discount and has different eligibility guidelines: CARE offers a minimum 20% discount on gas and electric rates.

Qualifying families and households of three or more receive an 18% discount on their electric bills. You may qualify for either CARE or FERA based on the size of your household and the total current income of all persons living in your house, condo, apartment, or mobile home.
Income limits are effective June 1, 2024 to May 31, 2025. You may also be eligible for CARE if you are enrolled in public assistance programs such as: California Alternate Rates for Energy program offers a 30-35% discount on your electric bill and a 20% discount on your natural gas bill.
