The state of California has been at the forefront of efforts to liberalize cannabis laws in the United States, beginning in 1972 with the nation's first ballot initiative attempting to legalize cannabis (Proposition 19).
Governor Gavin Newsom has until September 30 to decide on three significant marijuana-related bills that could reshape the state’s marijuana industry. If the governor does not sign the three bills into law, or veto them, by September 30, they will automatically become law.

In 1972, two years after the Federal Government implemented the Controlled Substances Act, California attempted to legalize cannabis with Proposition 19 - the California Marijuana Initiative (CMI). Although Proposition 19 failed, the California Senate passed Bill 95 three years later in 1975.
