Plenty of opportunities along 80 and 50 that are well under 2 hours. On 80, there’s a snow park off of the Yuba Gap exit. You have to pay to get in. There’s plenty of parking and lots of room. Further up on 80, there is a snow park at the Pacific Crest Trailhead right by Boreal ski resort.

This trail is great for cross-country skiing, hiking, and off-road driving, and it's unlikely you'll encounter many other people while exploring.
Soda Springs and Boreal (both right off of 80) also have snow parks that are more formal. In all honesty, all of these areas get pretty crowded on the weekend as the Bay Area folks head up to the Sierras for fun; I think the earlier you arrive, the better.
