You need to read the EFL (Electricity Facts Label) for each different contract option. Most have a rate per kWh to pay the provider (4-6 cents), a rate per kWh to pay TDU (3.5 cents), and a monthly TDU charge (about $5).
The providers with the least complaints in the last 6 months get the most stars (5), while providers with the most complaints get the least stars (1), with everyone else spaced out in between. So theoretically 5 star company could have 5 complaints, 4/3/2 star companies could have 4 complaints, while a 1 star company has 3 complaints.
