I've tried installing the drivers from the Yaesu site as well as the latest Silicon Labs drivers and still cannot get the dual com ports to be recognized when the USB cable is plugged in and the radio is turned on.

Some users might have a USB to serial converter based on the chips (Prolific, FTDI). These drivers will not work with the 991/991a. You need to download and install the Yaesu drivers.
