Most mods are safe, but I've seen quite a bit of malware/viruses in the tools section (all of which posted by accounts only just created. It's a pretty clear sign). Generally speaking, if a topic has a lot of replies you can assume it's safe.
18 sty 2015 · I only download mods and maps from Planet Minecraft, CurseForge, or here. In the websites I stated, the original mod/map creator posted their mod there, so you can almost guarantee that it's malware free.

Basically any site that uses a number before minecraft is unsafe, and only use the minecraft forums, planet minecraft, curseforge, or curse.com for download links.
