You need to arrange the data in a 11 x 11 grid (from 0 to 10 across and down). At the intersection of the X and Y values enter the Z value. Then chart the data as a 3D column chart with the right-most template in the drop-down.
This video contains a tutorial for creating 3d graphs in Excel. Once your X and Y data are properly prepared (in a column and a row respectively), you can enter the Z data in the cells corresponding to each X and Y value. In the video, this is done via a formula.
