I was able to install Xpand!2 on my Mac by copying the AIR Music Technology folder from the applications folder of a backup where the plugin worked into the applications folder of the Mac that can't install Xpand!2, and then downloading the Ilok license manager.
Are you using PC or Mac? If you are on Mac, Xpand2! is currently not M1 native and you need to set your DAW to Rosetta compatibility mode. Ableton has a toggle for that in the settings. After that, Xpand should appear in the list if plugins!

But for the sound libraries from AIR (such as XPAND!2), you only need the software iLok manager installed on your computer. When you register XPAND!2, you receive authorization for two licenses. Installing it on just that one machine locks a license to only that machine.
