From what I can find, Windows XP Service Pack 1 did not have an offline install version. However, SP2 includes all updates released before, so SP1 is not necessary. It should be enough to install SP2, followed by SP3.

11 maj 2018 · Windows XP Service Pack 1 is out and available here. We had better luck with the network install. The network install is a lot larger; however, the update wizard that was supposed to download just what our workstation needed timed out when contacting the server.
