Just found a fix for slow downloads from microsoft store! Delivery Optimization - > Advanced Options -> Put download limits to 100%. You have to enable the limiter, that is the key. Seems to be a bug as if you unselect the limits (should be unlimited), it still applies the bandwidth limits. I hope this works for others, it worked for me.
My download speed from Xbox app increased after I switched that value to "normal" with command below: netsh int tcp set global autotuninglevel=normal. Pause and resume the download in xbox app.

The download speeds are absolutely horrendous on this app. It fluctuates between 300-900 KB/s on a 400+ Mb/s connection. Every other app or download source has much more reliable download speeds (Steam gets 35 MB/s, for example).
