I have XEM/NEM tokens at Bittrex, but as the wallet is offline, I am not able to move them out of the exchange. If they will not fix the wallet before the snapshot time, then I am sure, that they do it deliberately to take our airdrops.

The wallet affects moving xem to or from the exchange, but does not affect trading xem on the exchange. So, you are stuck with the xem on bittrex if you buy it there, while the wallet is offline. Nobody on this forum can tell you the answer directly about when Bittrex will be online again with xem.
