To back up the captures you’ve selected, choose Upload to OneDrive. This option adds the selected captures to your OneDrive account but does not delete them from the console or the Xbox network. You can manually select captures to upload to OneDrive, or choose Select all to move them all at once.
My PC and Xbox are on different MS accounts, for a reason I don't want to take the time to explain. So I really can't use OneDrive. Is there another way to get my clips onto my PC? Thanks!

Open the Captures app and click on "Manage". Make sure the upper-left drop-down list says "On the Xbox network". Click "Select all" and 3 options will appear; Delete, Upload to OneDrive, Copy to external storage. As for the timestamps, I've never checked, so I would try uploading 1 clip first so you can check.
