I had worse specs than that in the past and it ran fine. I'd highly prioritize a SSD if anything. I currently have a SSD w/ the same graphics as my old laptop, 720? integrated intel whatever, and it runs perfectly on high settings with no mods, a little slow but useable with 30gb mods. 30+ and its slower but usable still for me personally.
