Xenia is currently the best 360 emulator, though you'll need a pretty good PC to play most games. In regards to getting game downloads, just DM me and I'll link you a website. You shouldn't need any physical tools other than a PC and controller, or even keyboard and mouse.

Games from Xbox One and Series are getting ported onto PC, and now 360 games are playable on PC thanks to emulation. However, there is one more huge plus that I think many would be interested in. Split screen Halo on PC.
If you have an Xbox 360 lying around with the OEM hard drive, you can run Unreal Championship 2 in backwards-compatibility mode. The framerate isn’t great but it does work. Alternatively, the game is also in the backwards-compatibility list for Xbox One / Series X.

Xenia doesn't require any Xbox 360 system files. Xenia will check for the minimum supported CPU and GPU on startup and error out if one is not detected. Make sure that you have the latest drivers installed.
