Just like on an Xbox console, you can report a player’s inappropriate behavior or content by using the Xbox app on mobile or Windows devices, or while cloud gaming on xbox.com/play. Reports can include: Inappropriate content on a player’s profile. Xbox messages from other players.
Report a player on Xbox 360. Press the Guide button on your controller. Select Friends, and then go to the Players tab if you wish to report a recent player. Choose the gamertag of the player whom you want to report. Select File Complaint, and then select File Complaint again on the next screen.
If another player acts inappropriately on the Xbox network, such as engaging in cheating, abusive communications, or has offensive profile content, you can submit a report.
