Justice Points are one of the two PvE currency ( Valor Points being the other one). They have a hard cap of 4,000 and can never go over it, but unlike the Valor Points, there is no weekly limit on how much you can earn. In theory, dedicated players can go from 0 to 4,000 in a single day.
