It's legitimate, and very common with Amazon Marketplace sellers from China. However the reason they are asking you not to post pictures of the letter on Amazon is because offering compensation in return for a positive review runs against Amazon's terms of service.
The problem is that this is a new scam customers are pulling on Amazon. Because of their liberal return policies, people are buying something new and sending back what they are replacing claiming it is the item they bought, and asking for a refund.
