You can use the universal backported windows 8 usb 3.0 driver and patched acpi.sys for intel usb 3.0 controller, I've got usb 3.0 working on my z87 and z97 xp builds with the backported driver. You can find those drivers on win-raid forum and last time I checked they work with intel 13th gen cpu/motherboards.
