Your easiest fix is to grab a windows xp sp3 install disk, boot from the CD and do a repair on the system. Make sure you're not installing a new system, just repairing it. You can obtain an ISO of Windows XP SP3 here: http://www.microsoft.com/en-us/download/details.aspx?id=25129

The Windows XP computer won't go past the splash screen. It keeps on asking what mode to start the computer up. When pressing Normal Mode or Last Good known configuration, it goes to the splash screen then says No signal then loops back to the original start up mode screen.
Quickest thing to do is go in to Control Panel > System (Windows Key+Pause/Break) and then under Advanced, you should see "Startup and recovery", click Settings and you can disable Automatic restart on system failure.
