Combined with an unfavorable Windows API message this causes the problem, which befalls many heavily loaded computers that don't have ultra-fast hard disks.
You need the find the correct driver for your audio card or chipset, Microsoft doesn't manufacture the hardware, so the specs will be at the website of your notebook or PC manufacturer. Once you get the correct drivers, you'll get the mixer.

21 kwi 2014 · XP's sndvol32 sound mixer used to feature individual volume controls such as Wave, SW Synth and CD Player, PC Speaker or PCM SPDIF among others. These could be set hidden or visible under it's menu Options / properties / (device) / playback .
The problem is that you won't be able to enable the "Wave Out mix" ("Stereo Mix", "Record What you hear") on many computers with built-in sound cards.
