The same setup OP is sharing may run at 1.1GB of ram if they installed (say) 8GB of ram. This is more noticeable at smaller maximum ram. Lastly, if you have an ancient system or weak notebook, installing windows 10 32 bit can reduce ram usage.
it's normal for windows to use ~10gb while doing lightweight stuff like web use, etc. background apps, startup apps, and windows services. try disabling startup apps that you don't need, adjust your pagefile size, or just add more ram
If you are building the application yourself, you could add logging inside of your application to track memory usage. You could also look into using xperf.exe + Windows Performance Analyzer to collect various information.
