Even if you play heartsteel, Urgot NEEDS percent penetration to maximise his passive dmg. 6.5% x 8 which on urgot is quite easy to maximise against most tanks or bruisers. Also kraken slayer since it’s more true dmg on top of the 24% “true” dmg you do with BC.
