the both of your theory sounds valid, due to the fact that the founder titan can direct titans, but the main idea is that the titans (ymir's descendants) has an instinct of getting the 9 titans shifter to have power, control and to regain their humanity.
As far as I know, the series never gives a definitive answer as to why titans eat humans, and all we can do is speculate. Personally I think it's to do with how the Titan power was originally passed down: through cannibalism.
