I find that they only check against the creation IP after a suspension and suspend further accounts. You'll need a legitimate number if you use a VPN because they seem to flag that as shady. You can remove the number immediately and you might be asked to verify it again in like a week.
When signing up for a new account, Twitter says "Please enter a valid phone number" even though my phone number is still active. I realized that this phone number is still associated with my old account. So, I login to my old account and remove said phone number from my old account.
