Access to shilo village to mine the gem rocks is going to be your best bet. Should only require the quest Shilo Village which is pretty straight forward. There's a bigger mine underneath but it requires an achievement diary with much higher requirements.
Gem mining in shilo. Just a heads up: you need less dodgy necklaces than you expect to need. Especially with so much thieving xp coming from other places. 3 pharaoh scepters is millions of xp on average, blood shards, etc.
Pan until you find an uncut opal if you have not already. Pickpocket the Dig Site workman to the north (near Katarina) until you get an animal skull. Talk to Katarina (student) in the north of the Dig Site.
A Panning point is a location found at the Digsite where players can pan for nuggets, uncut opal, uncut jade, oysters or coins. It also plays a role in The Dig Site quest, where the panning point is used to find a special cup in the river for one of the students.
