Pearl and the other CGs threw out several theories about what was going on with Rose when Steven came to exist, all of which turned out to be false. Here's my take - Rose/Pink died. So her consciousness is gone. Same as consciousness in any other living being once they die.
From my personal understanding, the gem contains some type of memory of her, but she could never reform, because the gem is Steven now. It became part of Steven, and Steven overrided her data. Rose is canonically gone, permanently. Even if the gem contains her memories, she herself ceases to exist. Reply.
