That's the connection, with the Ghost trio sharing an overarching motif in their respective Undertale songs, BIG SHOT pays homage to that motif as well to strengthen their thematic ties, even if Spamton isn't a Lightner nor a ghost proper.

I think the last part sounds more like "tell you what you BIG SHOT" in his scammer voice. It almost sounds like he was going to reveal something about the person that pulls the strings before being pulled back into insanity.
