Weeb is basically a shortened version of weaboo. But you ave it wrong, a weeb is usually a foreigner that is really obsessed or at the very least strongly in love with Japan or anime. Maybe not to a big negative amount, but noticeable. Otaku is the Japanese word for someone who is a nerd for anime.

Weeb isn't a Japanese term at all, and is just something western fandom currently uses for fans of Japanese media, particularly anime and manga. Weeb and Weeaboo are two fairly interchangeable words. Before that was Japanophile or "Wapanese" which I assume meant Western Japanese.

Otaku is the word Japanese people use for weeaboo basically, but people over in the West have changed it to mean anime fan. You got this whole debate, like otaku think a weeb is a weeaboo, and then people who call themselves weebs think otaku are weeaboo.
