Due to lack of data on the economic cost of water and wastewater services, we focus on the two goals of revenue sufficiency and affordability. By presenting data from about 1,800 utilities in mostly developing countries, we add some empirical work to the debate on revenue sufficiency and affordability. The chapter is organized as follows.
