It's an engine type where you create 3D maps using polygon tools, you click on one place and make a point and then click on another point and make another point until you make a square using a polygon tool, and when you make the square it becomes transforms into a room with ceiling and floor height.
You can do creative mode but I recommend external map editors of you're making a serious map. There are some that let you copy and paste and just lay entire walls out in seconds. You can also make scripted triggered events with the command block or whatever.
