Vortex dragon has an extremely niche usage in soloing faaHL in order to clear the debuff labor. There are quite a few alternative summons used to clear this labor in the solo like bonito or thor, but flb vortex dragon is one of the options. May want to consider not reducing it.
It actually has unrivaled light quartz creation powers, considering its FLB uncap doesn't require quartz. Every 4 vortex dragons you roll can thus become 1000 quartz instead of 800.
