Whenever I restart it (or even turn it off and then back on without leaving it for a long while), it will crash during the loading screen, and then restart, and then crash, creating an endless loop unless I boot up in Safe Mode.

10 lip 2010 · Download the ISO file at the supplied link, and make a Bootable Startup Repair Disk from it. Go into your Bios/Setup, or Boot Menu, at startup, and change the Boot Order to make the DVD/CD drive 1st in the Boot Order, then reboot with the disk in the Drive.
I put my laptop to sleep last night, and when I woke up this morning... it didn't. So I tried to reboot, and everything went fine until it got to the Vista splash screen, where it's supposed to display the logon. Here, it hits an endless loop: Display "Please wait..." for about half a second.
