I'd guess if the judge can't play the game because there aren't enough keys (or the keys are invalid), unless the trailer is something SUPER special, the game won't be judged. So in short, it's not a scam.
Recently some of my friends and I have been targeted by a discord scam specifically targeting people who are involved in the creation of games. The target gets a DM from one of their "friends" (typically another game dev) who's account has already been hacked, asking to give feedback in a game prototype.
